"Empower" là ngoại động từ — không dùng giới từ "to" giữa động từ và tân ngữ.

Có mốc thời gian quá khứ rõ (last year) → dùng quá khứ đơn, không dùng hiện tại hoàn thành.

Chủ ngữ ngôi thứ ba số ít (it) → động từ phải thêm -s.
